On 11/22, Ellen Nakashima reported for The Washington Post regarding cyberweapon export controls. Interestingly, Nakashima reported that foreign nations have strong interest in both U.S. cyberweapons and U.S. cyber expertise. Nakashima also recounted how Qatar asked for U.S. personnel to conduct a cyberattack. That request was shot down because, according to J. Michael McConnell, “[i]t could be interpreted as an act of war.” The article highlighted the new cyber arms race going on worldwide and the impact of export control laws.
